Juan founded Export Classification Advocates after more than ten years building export control programs across aerospace, defense, semiconductor, chemical, and commercial technology. He works the full program lifecycle: gap and risk assessment, policy and procedure design, classification, training, and governance. His bias is toward programs engineering teams will actually use. His technical command runs from a single contested commodity jurisdiction determination to enterprise classification across portfolios numbering in the thousands. He previously advised Fortune 500 and emerging-growth companies at major defense firms, Big 4 accounting firms, and consultancies.

Shaunean Burnett

Shaunean brings nearly a decade of export controls and sanctions work spanning the United States, Canada, South America, Europe, the Middle East, Africa, and Asia Pacific. She has drafted compliance manuals and procedures under the ITAR, EAR, and NRC/DOE, managed mass classification projects covering hundreds of thousands of items, and built decision logic that automates classification and subject-to-the-EAR determinations. She has supported ITAR consent agreement audits, internal investigations, and voluntary self-disclosures, and provided on-the-ground support for an export controls and sanctions monitorship arising from settlements with the U.S. Departments of Justice, Commerce, and Treasury.
